It was a "spoiled rich cosmopolitan dilettante" thing, which thanks to how the Early Modern Period and Industrial Revolution ultimately played out, was mostly comprised of Anglo-Saxons and Nordics in the Anglosphere, Ashkenazim in Germany, and petty bourgeoisie Russians who were educated in the West.
