Nikolai Bukharin's surname likely was derived from Bukharan Jews which was a specific group of ethnic Jews (i.e. he was most likely a Jew).
Alexei Rykov was not a Jew but married to one (as were a lot of the "non-jews" on this list)
Feliz Dzerzhinsky was also not a known Jew but married to one (she was a nutty antifa type in Poland)
That's just off the first row. Whoever made this was ether retarded, or deliberately trying to lie through omission.
