KENOSHA, Wis. (CBS 58 ) -- An officer-involved shooting investigation is underway in Kenosha on Sunday, Aug. 23.

The shooting happened near 28th Avenue and 40th Street around 5:11 p.m., after officers were called for a "domestic incident."

According to police, officers provided immediate aid to the person. They were transported via Flight for Life to Froedtert in Milwaukee for treatment. The person is in serious condition.

A large crowd gathered near the scene following the shooting.

Kenosha Sheriff’s Department and Wisconsin State Patrol were requested immediately so that the scene could be turned over to an agency other than Kenosha police.

The Wisconsin Department of Justice (DOJ), Division of Criminal Investigation (DCI) will handle the investigation.

From what I can see here, I don't think the shooting was justified, but that's not the point. When you shoot, shoot to kill. No exceptions. Ever.

It's a lot easier said than done. BAR is a motherfucker and some people can't stop pulling the trigger until they're positive the threat is neutralized. You can look at AARs from the military and find guys shooting the target to the ground is a regular occurrence.

Some people just won't go down. There was a bank robber that made it all the way to the ER before expiring with what the medical examiner decided was 13 fatal gunshot wounds, with a .45. The officer involved now carries over 100 rounds of 9mm.

It's clear to me what needs to happen. Police have shown that they cannot be trusted to serve and protect Black Americans. Mayors need to get together with Black communities and form neighborhood justice councils along with citizen watches. Once these groups are operational, the police need to cede control of policing Black neighborhoods to the community members who can be trusted to do so. That is the only way to halt the epidemic of white on Black police murder is to allow Black communities to police themselves. The police do not have the cultural awareness, nor the desire to fairly administer justice to Black Americans and it's time we recognize that.

The Kenosha Sheriff's Department sent an advisory to the community about a large scale civil unrest in the 2800 block of 40th Street, the scene of today's police shooting.

The department called it a local area emergency and advised no travel there until further notice.
