Could be a multitude of things - it isn't completely unheard of for police to let groups of people go in situations like this where they find themselves and their resources overwhelmed, and start targeting primary agitators; problem with that is they have the resources and NG staff on-site who can help them manage excessive arrests, therefore eroding the notion that this was just legal procedure for the cop to follow in accordance with the situation by quite a fucking bit.

A single police car with just one cop responding to 8+ rioters trying to break in to somewhere, half of them armed with AK's. I think it was simply not possible for him to safely arrest them. They would have fucked him over, so he let them go.

Some things are new - rioters in Kenosha were willing to waltz up to police and confront them with assault rifles (and got away with it too.), and the rioters have organized formations, and these rioters are actually entering residential areas, openly.
