In looking at it from a view of peak oil, unsustainble debt and other dwindling resources. I am also looking at it from a point of view of open civil war.
Its also a game of long term of who will need less resources to get bye. Yes the tech you mentioned will be effective but its resource intensive.
Also rural and conservative America is spread out. Thats a lot of turf to cover. Forces covering said areas going be spread thin unless they plan to exterminate each town. That will back fire if they do.
You also mentioned rural folks will target things such as roads and other infrastructure. Yes that what I'm thinking.
The lowest level of sabotoage would be fucking up roads and railroads supplying the cities. Sure the cities can rebuild but Thats takes more time, and resources to fix then to constantly destroy said roads and railroads. Antifa a while back used concrete to derail a few trains. Who not to say rurals wont do the same?
It be easier and less resource cost to destroy said infrastructure then replace it. Eventually the resources and people used to repair such damage (and workers repairing such stuff will be shot) will run out and such destruction will be final. Cant fix roads no more? Then no more food. The urbanites will wither and die.
Once again its going be a conflict of attrition. Whoever will need the least amount of resources and sustain on the least for the longest amount of time is going win.
