The Plan:
To completely surround City Hall with an embargo of bodies and barricades, creating a protest picket line that challenges city employees and vendors from entering City Hall, and ultimately shuts city government down until they meet our demands.
To have continued Direct Action protests at law enforcement locations.
To add daily non-violent protests at the residences of the Mayor and City Commissioners.
Organization: In order to manage a protest of this size, keeping protesters safe (including preventing transmission of Covid19), and their needs met (food, sanitation, power, etc…), the Incident Command System will be implemented.

Passive-Action:
Siege/Cordon
Have bodies fill SW Jefferson and Madison Streets, and SW 4th and 5th Avenue, completely surrounding City Hall. Think of it as a Socially Distant Sit-in.
A specific group will be less socially distant blocking the entrances and exits to city hall as a picket line. Possible tactics include chaining/barricading all but one safety exit closed (can’t make it a fire trap if someone is inside).
Interspersed amongst the socially distant cordon will be 50 # sandbags, kettlebells, and other barricades so that gaps between people will be filled with impediments to running, forming riot lines, or driving through.
Should it be necessary, sandbags or kettle weights will be situated to make it easy for a protester to secure themselves to one in order to make a non-violent “go limp” arrest much more difficult for the Police to remove.
Secondary non-violent protests will take place daily at the residences of ALL City Council members and the Mayor to annoy the hell out of them and remind them of the overall objectives, demanding they reduce the Police Budget by 50% and end the contract with the PPA.

Direct Action:
Activists will challenge law enforcement, engaging with law enforcement in a non-violent but confrontational way in order to keep them active and hopefully away from the cordon line.
Should it be necessary, in the spirit of “Be Water”, activists will relocate as necessary to maintain a constantly confrontational stance and presence against the Police, and provide a barrier between law enforcement and the cordon line.
Direct-Action protests will take place at Police Precincts and the PPA Offices as desired/needed to again, keep law enforcement engaged, tired, and unable to effectively confront the cordon or protestors at City Hall.
