I would put $$$ to donuts that the feds called every supermarket, food store, and home improvement place in all of WI and told them to be on the lookout for large purchases of water, portable food supplies, items to be used as projectiles (bricks, stones, concrete, etc.) , and to pay particular mention to out of state purchasers who do so.
This is a wonderful new phase in taking down the supplies to those who want to burn the city to ashes. Going to love reading those AAR(after action reports) when this is all said and done to see if I'm right.

They'd have that on the undamaged arm if it was merely to give him back blood he lost. Yep. For a long time we've been at the point where every single purchase is analyzed on the fly and many times these companies are more-than-happy to help the authorities without a warrant.
Not only that, but all of these purchases are recorded for who an unknown amount of time by multiple parties so if you find one nasty you can piggy back off of that to find their friends.

I'm not knowledgeable about medical this or that, but why does the arm have to go? Surely having that hand is well worth it even if the arm itself is bust. Even if the hand was damaged from nerve damage further up the arm I feel like I'd want to keep whatever I could. Hands are nice to have even if they barely work
