No NG unit will ever fire on Americans unless there is consistent fire from them and it would be an incident by incident situation like the police. NG are literally people from the community, they're entirely unsuited for supressing revolts because they're effectively the same people that are revolting. The NG is more or less a government organized militia that is used to hand out food, water, and clear roads during natural disasters and I think everyone involved wants it to remain that way, the NG has a good reputation built up since the Kent State incident and nobody wants to squander it clubbing the head of retarded soy boys in Portland. Anyone that has experience with people in the military know that a real civil war or usage of live ammo on citizens would induce a minimum of 50% desertion from all branches and likely the Navy would suffer mutinies while sailing abroad. The fear of a military junta or some massive action by the military in the US has always been overblown, every citizen, including those who absolutely hate the US government has a firm expectation that term limits and elections will be observed and would never tolerate a dictator. Even during the actual civil war the states just removed themselves from the US Federal government control and duplicated it with almost no modifications to how the state operated.
