Democrats likely believe this as they think that the mob's always right (it's why their platform is almost entirely based on whatever the mentally derranged Twitter users are posting about today).
Twitter's mobs are relatively easy to game, much as mob rule generally is (if the mob rules and a manipulator controls said mob...).
The best example of this is marketers. It's easy to market 'a big following' but a lot of the big following can be people following a second account because they were told to by the marketer's first account and those users follows the marketer's third account.
It's like how the film industry keeps making ads after a few weeks that say "the no. 1 movie in America" even when the film doesn't have that much ticket sales to customers (it backfired on Disney rather badly when this was tried with "The Last Jedi" due to the only audience being promo recipients).
