Sounds like a case of common avoidance: your manifesto is perfect when it's safe in your head, free from all criticism and mistakes, and to actually type it up takes time and effort, working towards something that'll inevitably be flawed.
When the happenings of just the past few months are enough to throw you off track, you've proven you don't have what it takes to write. Not to mention, whenever your manifesto is complete, it's going to be completed at a particular time in history, and judged by that time based on when it was written. Every piece of writing is.
It sounds like you're just waiting for history to screech to a halt before you start writing. I. E., an excuse. Start writing it now with what you know.
