I think it's just badly written by somebody with an agenda. The costs of the police department ballooned and forced them to completely overhaul everything with lower salaries and fewer benefits and now things are better. I don't know if they're actually related but the department has lost significant funding.
Because it had obscenely high crime rates and became the go to example of a dangerous city when Detroit started to clean up in some areas like Downtown and Greektown. Now the crime rates are merely obscenely high and it gets praised for it's relative safety as compared to Mogudishu. Iirc it's violent crime rate is only like ten times higher than Minneapolis now.
You're more likely to be shot dead in Detroit or Chicago than Baghdad. These cities are a fucking mess.
