That's not just any concert, that was for an event between Ryo Horikawa and Vic. In case you forgot who Horikawa is, he's the original voice of Vegeta and the guy who promptly bailed on Kamehacon when all this shit started.
The channel is for Horikawa's voice actor agency. The agency also has a school for both voice acting and singing. The event is from a couple years ago and sponsored by the institute. The t-shirt Vic is wearing is for the mascot/virtual idol group voiced by members of the agency.
If voice acting was as well respected as it is in Japan, Vic could've probably started something similar years ago.
