Was it deliberate or incompetence? I'm sure Stalin putting a Lamarckist in all but name in charge of Soviet agriculture did nothing to help whoever replaced the Kulaks in growing crops properly.
It was both. The liquidation of the kulaks was entirely deliberate. Did Stalin actually want the famine to end after that? It's hard to say for sure. At the very best he didn't care, which would have at least been a minor improvement over deliberately murdering the entire class of people who actually knew how to run a farm.
