If he was fucking Faith before she was 18, there is a possibility the Commonwealth of Virginia won't give a shit. They have prosecutorial discretion. Indictments are not self-executing. It's gonna come down to what she says, and what they do next.
Years ago, there was an anime VA in Texas (not Vic) that was fucking a 16 year old (AoC in Texas is normally 17). She openly admitted it to police during a traffic stop. Cops arrest him. When the dude gets out on bail he takes the girl to Vegas, and with the parent's permission (they're madly in love, you see

), marries her. The AoC is different in many states if somebody is your legal spouse. When they get back to Texas, the DA drops the charges. The rationale was that even though he did the order of operations wrong, it's not worth the expense of pursuing anymore because they're married now.
Do I agree with that? No.
Can the state decline to prosecute for pretty much any bullshit reason? Absolutely.
I think if Faith sticks it out with Ralph, and they get married, this might not go anywhere, regardless of what evidence the Vickers have.
However, if she turns on him, and says Ralph was fucking her before her 18th, and she'd testify as a victim, God help him.
