4. Whether any staff or elected official within the Office of Seattle City Council unlawfully or unethically sought to limit, discredit, or discount information provided to City Council from local and/or federal law enforcement agencies regarding out-of-state actors at Seattle protests and demonstrations, and the threat those actors posed to Seattle and the public, and;
a. Whether the council appropriately notified the public of the potential threat to their safety.
I may be off base but I interpret this as insufficient parroting of the narrative about proudboys and "right wing extremists" being the causes of violence, I am thinking of the CHAZ specifically but I'm sure there were other cases where the narrative was put forward and not parroted. The "out of state actors" framing is just the camel's nose under the tent flap to give this whine a veneer of legitimacy. If I'm off base then this is probably an example of using antifa as a scapegoat knowing full well that the results can't do any more damage to antifa at this point but could cause damage to some city council members.
The specific goal with this complaint is probably to assign the blame for violence at the protests to the city council because they didn't warn them hard enough about the evil undercover boogaloo boys who were starting riots. BLM knows someone is going to be held accountable for the death and destruction that happened, so they're preemptively accusing the city council of not warning them about "infiltrators" and allowing the supposed right-wing plants to commit violent acts.
Also, they're pissed at Sawant because she was blatantly, transparently using them to push her agenda. There are videos of BLM speakers complaining about Sawant, she's always been a grifter. Whenever they were rallying she would grab the podium to talk about her Amazon tax. The complaint about the City Hall break-in is, as you said, an attempt to punish her for breaking a rule because she did something unrelated that there's no rule against.
Seattle BLM is going to get kicked to the curb and it'll be hilarious. They've been given a platform because they're a great propaganda tool for the political machines that run places like Seattle. Now they've mistaken the the spotlight they've been given for actual political power and they've decided to pick fights with the people who run the various grifts that drive Seattle politics. Time for them to find out how faithful their allies really are.
