Yeah that's kind of the important part I would think. Aren't there different rules between detaining someone whose information you know you can access vs detaining someone who has the right to refuse giving information? It's one thing if he's just a passenger in his friend's car. It's another if he's being ferried and his name is on a manifest (Uber receipt) and he refuses to give his information. Well, I guess it depends on the jurisdiction. Another thing leftist statists don't understand. A cop in Alaska might have way more leeway than one in Wyoming. You just don't know unless you're educated.
