Bullying is inherent to human nature. And it contributes positively and negatively.
You'll never get rid of it no matter how much you try. Heartless as it sounds, a much saner approach is teaching people how to deal with.

One of the reasons I think Buffalo Bill is so effective in SotL is that he's sort of an indirect foil for Lecter. Bill is the "realistic" killer: delusional, disorganized, self-absorbed, obsessed with autistic sexual fantasies. He seems to emanate a kind of disorderliness; his house is a dirty, jumbled mess that barely masks the mayhem going on in the basement. Then, Lecter is the idealized killer: despite being locked in a dungeon, he introduces orderliness and even decorum to his environment. He possesses a kind of dignity that survives the institution's attempts to dehumanize him, and he doesn't have icky kinks or foibles.

I think this is why the novels with Lecter running free just don't work. He's fascinating because he resists institutionalization, but when he's out in the world, he immediately devolves into self-parody, performing harpsichord sonatas and sautéing truffles and quoting sonnets and mastering quantum physics and other absurd feats. But I really think "Silence" is a marvelous piece of fiction.
