Not really sure I'd agree that even under the purist view of the 8th amendment that a million dollars bail could be considered excessive given the circumstances.

Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted.

• a huge number of the rioters are coming from out of state, which implies that there would be an interstate flight risk
• they're not actually floating the bill for bail in most of these cases, and it's instead coming from organizations
• a lot of these people have already been released from other jurisdictions without bail and have continued their behaviors
• many of them have extensive prior criminal records
• most of the crimes are violent crimes
• the fact that they're organized could make these cases fall under the R.I.C.O act down the road, and in such cases bail of this amount might actually be considered low
• the idea of bail is "if you run/continue to be a problem while out on bail, this is how much it's going to cost to tard-wrangle you" if the police have to deal with them rioting all over again, one million dollars really is kind of low, considering it's a great risk to officers to rearrest them.
• given how overburdened law enforcement is right now, it would be difficult to enforce any bail restrictions set by the court
