I'm pretty sure that those are just recent additions to his list. Barrett was a final 3 candidate for Kennedy's replacement, with Kavanaugh making the cut specifically because Trump wanted Barrett to have a couple more years experience under his belt, and reportedly because he was saving her in case of lich death.
