He's clenching his hands under him so he can't be handcuffed. It's almost impossible to handcuff someone doing that unless they're a kid or something (taser won't work point blank) so you can:
1) Knock them out (head injuries are bad)
2) Chokehold (works great, not allowed because some dumb fat guy died)
3) Break their arms\dislocate shoulder (pretty extreme)
4) Convince them to give up via nice words or pain
#4 looks brutal but it's a lot less dangerous than 1 or 3. Socking someone in the side will generally just leave a bruise.
