State governors using prisoners to build private/personal armies

Since we all love our Civil War 2.0 fanfiction around here recently, I'd like to propose a hypothetical: say that a state governor (e.g. one from California or New York) releases all of his state's prisoners, regardless of whatever they've been arrested or convicted for, in order to amass a private/personal army with which they intend to rebel against the federal government and/or wage war against other states for the purposes of imposing their political ideals onto them (e.g. ecosocialism or a Cult of Reason).

What would happen?

The criminals would likely just go against the Dems. Kamala Harris has a record for unjustly placing people behind bars and upping sentences, so she would likely be the first many would go after. If the riots have shown anything, it is that the dems are not safe when it comes to the wild, many of them even drop the whole ‘peaceful protestor‘ image when the rioters show up in their neighborhoods. This would backfire harshly on them.

Most prisoners aren't violent like that. The ones that are would be put down by vigilantes. Most of them would kill each other because lmao gang ties.

Inmates would never work for a dem, or atleast a majority would not put themselves in this situation. You are dealing with people that have many different ties to gangs or other organizations being forced to work with rivals. Not to mention the ones that are completely loose due to drugs or just sheer insanity, they will not follow orders. This is not the Suicide Squad OP, bad people are not going to just die for a politician, many will remain peaceful, kill the others, or kill the politician if given the chance, not to mention the likely insurrections to gain power over their handler and become the new lord. If Dems cannot handle “peaceful protestors,” then they will be unable to handle mass murders, smart crime lords, and the various other inmate types.

Again, I don't think letting the prisons out would cause near the chaos that you are imagining. Most of them are just people. They'll go back to where they are from and do the stuff they did before going to prison. Most of them will just go do drugs, some will go shoot other gang members, and some will just retire from "the life"

First two will probably cause a number of issues, either directly or indirectly. If nothing else, they'll tie up police (assuming there are even still police at this point) and probably annoy/scare/alarm locals, which will cause MORE issues.
