The color worked on the original shoto because it showed the contrast between his pale skin and the scar his hysterical mother gave him. But with him as dark as he is, the color just isnt right.
 
Are there any super dark-skinned cartoon characters as an example of it "done right"? The only character coming to my mind is that gollywog genie from Dragonball and he's literally black as ink.

Any entity that's supposed to be some kind of shadow person can fit the bill, I suppose. Like the Endermen, and even then they're just tall, purple-eyed humanoids that teleport randomly at times.

I mean...Pucci is probably the first character to come to mind for me, but I'm guessing he wouldn't count as a TRUE AND HONEST black person because he's Italian and doesn't have his African features exaggerated 200%.

Now, now, my friend! Pucci doesn't count because being black doesn't make up 99% of his character! Unless he's gay, then ~how progressive!~
 
First thing that comes to mind is Urbance, though that is a western adult cartoon and it got cancelled past the pilot. I'm not well versed in western cartoons, so I'm sure someone else can name more series.
For a few examples in anime, there's Afro Samurai, Black Lagoon has Dutch, and there's Canary from Hunter x Hunter, and several of the cast of Michiko to Hatchin, to name a few. Well, they're no Nyakim Gatwech though, so they're not exactly an example of skin so dark you need the highlights to see the lineart.
 
Superalloy from One Punch Man is pretty dark at times, the manga regularly needs to have shine outlines so you can see the difference between where his arms and chest are. But he doesnt really count as he is actually a normal Japanese man who just worked out so much to the point where his skin darkened from tanning/bodybuilding

I would still say Superalloy is a very good example of how this skin tone should be done.

For characters who are canonically black or part black in anime, the darkest I could find is Atsuko Jackson from Finding Paradiso, but she's not a great example of highlights on really dark skin.

This is about as dark as you can go without adding a lot of highlights, and even then, they cheated a little by giving her light makeup and blonde hair to make her facial features stand out.

A big problem I think with anime and really dark skinned characters is that adding all the highlighting and contrast to get it to look right takes more work than the flat colors you can get away with on lighter skin, which makes it more time consuming, and therefore more expensive.
 
Off topic but I love how the artist colored the palm here, it looks natural and doesn’t stand out to the point that it seems like a caricature. That’s why I feel like making the palms lighter doesn’t work for flat coloring styles, it doesn’t blend to look like a natural part of the hand and I wish artists would realize that.

i think the reason this drawing works so well is because it's not just blocked in there. you can see where it's blended as the color goes towards the wrist. its also not such a different color that it looks like a minstrel cartoon. wish more tumblrite artists would realise this.
