Sprite artists tell you to to never have pixels next to each other for line art.

Upon closer inspection, the line art has bigger pixel than the details so the artist must have drawn the lines, enlarged it then coloured it in with single pixels. Why? What inspired that? I've never seen anything like it but it doesn't here due to sloppy lines and anatomy.
