For real, though - have any of them done the elementary work of actually surveying the African Americans living in Seattle if fewer police are what they actually want? Because as the people most affected by gangs, domestic abuse, robberies et al., I would imagine most of the ordinary African Americans would like more police presence, not less. The councillors want to talk about being on "the right side of history", I'm picturing the day when people look back at when publicly funded police were taken away from African American communities and wealthier Middle and Upper Middle class people were able to afford privatised, local law enforcement to fill the gap. Basically withdrawing financial support from poor neighbourhoods under the guise of helping them.

Drugs, personal disputes, tended inner-gang rivalries among sets, etc. the concept of 'turf' doesn't exist in urban areas like it used to, friendo - even here in the South, you'll find Crips and Bloods living on the same block continuously; in Compton, traditionally the fortified capital of this shit, much of the old 'Crip/Blood' blocks are now either gentrified or merged completely and the sets do little but occasionally beef with each other over the span of one street, causing accelerated but localized increases in crime.

Chicago gangs at one point fought over turf during the early days (days of the Gaylords, Spanish Cobras, etc.) but these were largely all ethnically-divided gangs that separated themselves via entire portions of the city which were predominately/exclusively white/black/Hispanic/etc. whereas now Chicago is a densely-populated melting pot in some areas and places like Austin have fairly large Hispanic minorities.

Gangs like the Black Gangster Disciples and shit call themselves 'Black' but there's still plenty of white folks in their bullshit, and other gangs out there don't identify by ethnicity at all now - groups like the Vice Lords, etc. instead they all divide themselves by these two alliances of various gangs: People Nation and Folk Nation, which all shoot each other over various little tidbits of housing blocks, drug routes, and who fucked Shanice.
