I suspect this is not "The beginning" but instead "The End" of the riots. Ginsburg croaking has a lot of knock on effects, they have lost and they know it. This was to be the last hurrah the last thing that could really reignite the riots.

They had plans, setup. Uhauls full of equipment, guns, the backing of the media one last time before they became too toxic to touch.

Surely, SURELY, their "Best Case Scenario" would reingite everything proper. Taylor wasn't a complete jogger, and the media had successfully covered up the more sketchy elements. She was an EMT, someone who mad something of herself, they police ''totally' did it illegitimately with a 'no knock warrant" (Yes, I know they did knock, tell the media that).
