I've also read it's because early voting shows major Trump enthusiasm, though I'm not sure why exactly that would discourage VBM. Much more likely they see the numbers in places like NC and how their votes are being cannibalized by pushing VBM so hard. At a good rate, 2-4% of mail in ballots are disqualified. In a place like PA, that must really scare them, particularly since it's dems that are going so hard for VBM rather than in-person voting (which the mail in ballot numbers reflect e.g. the recent Florida primaries).
This is a bad sign for them regardless. They've been pushing VBM for months, this will just muddy the waters and confuse their voters.
Edit: Confuse their voters who already aren't literate enough to do mail in ballots correctly.

They have a pseudo-religious belief in their own farts. 2016 was a crisis of faith and rather than work through issues (namely: Oh shit we fucked up + oh, turns out not everyone believes / likes / listens / etc to us) they decided to construct a reality wherein IT WAS HER TURN.
