If the child is born out of wedlock and his name is not put on the birth certificate at birth then it will take longer and will be harder to pin that on him because her or the state will have to supena a paternity test out of him. This is for two reasons, 1. They have to prove that he is the father (lol) and 2. He has constitutional protections against unwarranted search and seizures (his blood would count as that).
