Wasn't there a book released a while back that was about evil killer dictators like Hitler and Stalin, only they were all drawn as moe anime girls?

It's not even always nutjobs who have views like this. There are a number of otherwise well-respected people (like Harrison Ford) who think Roman Polanski should be forgiven. I have to think that mentality is similar.
That's not quite the same thing. In this case, it's not that they admire Polanski for drugging and raping a child, it's that they like his work as a director and therefore they think he should be forgiven for that crime. It's a stupid and frankly disgusting view, and Polanski isn't the only person to be subject to this sort of campaign, but it's a different kettle of fish.

I guesd that because it was the loosey goosey 70's they just treated it like a lovers spat.
"Oh, them gays, who knows what they get up to behind closed doors?"

As a whole, I think this phenomenon is kind of pointless to get worked up about, because these girls clearly do not actually idolise serial killers. Most of them only seem to have the vaguest idea of who the killers are. It's just a crude attempt to shock and to appear dark and badass. It's the same impulse that's resulted in thousands of transtrenders and fake mental illnesses. You've got lots of people who want to be rebellious and exciting, but because the Internet is such a huge community, they have to come up with something really big in order to stand our from the crowd. And the anonymity and freedom from parental authority offered by the Internet also means that there's no one to tell them that they're lying, or to stop them from being so stupid.
 
The idolization of serial killers seems to stem from them being DARK and BADASS and EDGY in the eyes of DA autists. If any of the speds who draw faggy chibified art of murderers actually did some research into the people they were praising, they'd be repulsed in more ways than one.

Most serial killers are really sad when you get down to it. Jeffery Dahmer was an alcoholic by the time he was a high school sophomore. He wasn't cool, he was a fucked-up drunken creep who didn't have enough self-control to hide his horrible sexual urges. Ed Gein was a stunted, oedipal outcast who was so socially retarded he preferred to kill people over socializing with them. None of these people were cool. If there was anything cool to be found in their character then they wouldn't be universally maligned.

I'm guessing that art book was meant as a joke. My hope is that it's not actual praise for dictators, but with the internet you can never be too sure. Softcore erotica with a comedic tint is better than serial killer fanart, but that's not saying much.

(OT) The book is にょたいか!!世界の独裁者列伝.
It's only a biography book but has moe girl illustrations and some moe language used.
They aren't really making light of the crimes, it's more of just a ridiculous idea.

These 'fans' on the other hand really bother me. I can understand being fascinated by killers. I cannot understand essentially ignoring the fact that they actually committed horrendous crimes, or worse, finding it admirable.

Well, at least the supreme gentleman can join the likes of Dahmer and Klebold in having a fangirl who thought the world screwed him over because he is hot. Honestly, one would like to see where this fangirl would be when Elliot began his massacre. No doubt her idol would just see her as lowly fodder before him.

As far as reactions go, I'm sure Hugo Chavez would be rolling in his grave. Same can be said for Saddam. Why they couldn't just portray them as is in anime style, perhaps it wouldn't sell as much as cheesecake looking anime women.

Oh yes. It's one of the reasons he's ranked so high on the Scale of Evil by Michael Stone. If you'll notice in this pic he's holding a drill. He used to drill into the brains of his victims while they were still alive and pour chemicals in to try and turn them into zombie sex slaves. He also experimented with different drug concoctions to achieve the same effect.

I find this deeply offensive. Not because of the murderers depicted, but because the art style is such terrible, derivative, bland weeaboo crap that they look nothing like who they are meant to be. If that's Aileen Wuornos I'll eat my own glasses.

Of course, most of those people were violently ugly in real life, especially Aileen Wuornos. Not that something silly like realism would be taken into accounting in the process of making art like that.

But what do I know, maybe there are some people out there who get really hot and bothered at the sight of Albert Fish's gaunt, geriatric cheekbones or the liver spots on his forehead.

The fact that Rico is a (obviously gay) guy is extra bizarre as da Rodge was extremely vocal about being hetero.
