Rollin' coal is pretty easy to do in a heavy duty diesel IIRC. If the fuel to air ratio is too rich then you'll get a lot of soot in the exhaust from incomplete combustion. The NOx compounds produced are the real ozone killers from the practice, not the soot.
It isn't strictly legal in some jurisdictions.

One of the things that helped, and something that despite all my bitching about him I need to say he is doing well, is that he is making sure that these deals he is setting up with opposing countries are basically trade deals that have no retarded American political ultimatums; It turns out not forcing Serbia to recognize Kosovo as independent country makes them far more willing to write up a trade deal with Kosovo, for example.
