No, nothing like that. The closest thing would be the local church authorities, like Bishops and Stake Presidents having spiritual guidance meetings with a member if that member feels they've committed a sin and wants to begin the atonement process. But it's not like one member can go to the Bishop and say "So-and-so is a sinner and must be punished!"

And no, LDS people don't do arranged marriages. It really isn't all that different from most Christian religions, at least the mainstream religions. There are some offshoot sects like the FLDS that practice things like that, but they're the ones that still practice things like polygamy and have no connection with the LDS Church.
