Nothing mysterious really. One look at that facial expression and you know this is someone unstable.
I guessing things like tone of voice and mannerisms accentuate this.

The credentials may be there, and no reason to presume technical incompetence.
But to work for a financial institution, even as a back office nerd, requires people skills.
The customers may be "internal" but they are still customers.

He also couldn't pass a credit check. I worked as a programmer for a while and it dealt with having access to credit card information. I had to pass a credit check to prove that I wasn't a risk with access to that kind of information. If you have bad credit, they assume you'll be tempted to solve your financial problems with a little embezzlement.

I doubt he gets all of it, especially given that it’s always urgently needed NOW NOW NOW. He probably gets a few people throwing a few bucks at him.

What amazes me is that no one points out that (if he was telling the truth) he clearly can’t afford to live the way he does. A thousand dollars a month on rent, hundreds on his phone, hundreds on bills - this seems pretty excessive for a man with no job.
