Figures. There was no way Toei would've approved of any random voice-replacement behind their back, they're that super protective of their IPs that they have to have the final say on voice-actors. FUNimation being "forced" to cast JYB is misleading, but I'm sure they weren't happy to do it (Sabat especially, the dumbass was never going to be Broly, and I don't know why he thought he could get away with it otherwise).
This also supports the idea that Toei was the one who originally wanted Vic back as Broly for Dragon Ball Super: Broly.
I've 100% believed this to have always been the case given Toei's control-freak nature. I don't know what the hell FUNimation and Sabat were thinking with this, they should've always known from working with them personally that they could've never gotten away with recasting Broly. That's probably why they tried to get an investigation going in 2018 so they could give "proof" to Toei that legally there's nothing they could do to keep Vic as Broly. But it was found to be inconclusive, and Toei said "Keep Vic, our word is final" and FUNimation gritted their teeth in compliance. I legit believe Vic was the last person to go into that booth for the recording sessions as a result of them dragging their feet on it, wouldn't surprise me if he was recording up to the last day they were to get it finalized to get the copies shipped off to theaters in time.
As Kari said above, it's not that they wanted Vic back, it's that Toei has the express final opinion on who gets to be voiced by who. They have incredibly specific criteria for who gets to voice their characters (like Luffy is required to be voiced by a woman). The Japanese are incredibly anal about their roles for VAs: if you're a voice actor in Japan, it's presumed once you get a role that role is YOURS (barring death or other extreme circumstances) and nobody is replacing you unlike 5th Bulma in America. Just look at how Ryo Horikawa has been the only Japanese voice actor of Vegeta. I sincerely doubt that Toei would ever consider anyone else but the long-time voice actor of Broly to be Broly for the fucking movie about Broly, at least until this bullshit started. So if Sabat honestly believed that he could somehow oust Vic out of the role to cast himself for it, he's legitimately one of the dumbest and narcissistic people in the industry, and not just the most manipulative and scummy.

I think saying that Toei "forced" Funimation to cast JYB in the new role is stretching it a little bit too, but I wouldn't be surprised if last year's shenanigans played a factor in this casting decision.
