It's way easier to control people when they are compromised whether that is record labels getting their clients hooked on drugs or managers/agents doing the same thing with actors/singers. It's more that people who are controllable via blackmail are placed into important positions

Edit: no faith whatsoever in "sources tell me they've seen it and its CP". Any anonymous sources are behind the the 8ball in credibility for me. Also, and this may be a minority opinion, corruption tying to Joe and other higher ups is way more important in this specific set of circumstances than Hunter fucking a Chinese hooker even if she is underaged.
