That can't be a national strategy, it would have to come from Oregon Republicans.
I don't know what their organization is like, but the Portland metro area
contains 65% of the state's population. You would have to get ~25% of the most liberal city in the country to vote Republican
and get 100% of the non-Portland vote to go Republican, just to hit 50% statewide. Trump only got 17% in
Multinomah County (Portland) in 2016, and he didn't crack 60% in most of the large red counties.

So unless he somehow
triples his votes coming out of Portland, and increases his share in all the non-Portland areas, Oregon isn't swinging red any time soon. If some Oregon native can think up a plan that accomplishes that, let us know, but it isn't going to happen just because the few sane people remaining in Portland get fed up.
