Before the Aatrek stuff came out, the admin team was pretty stable. Ozma, Elpintogrande, and whoever the fuck else. After that, the forums got scared shitless and since then the turnover rate has been pretty absurd.
This was never true. Even in the early days the admin/mods were sketchy as hell. Most people forget that FYAD was the original politics/news forum that was renamed and cast off as a vomit bucket for the site. It took some time before D&D to come around and almost immediately the mods were probating and banning people for their opinions and stances in "a debate forum." The "stable" mods merely moderated low traffic or sensible boards that didn't engage in any foolishness. People just weren't going to cop bans at the same pace in the Tech boards compared to the cretins in GBS or Gaming boards.
