Needle exchanges used to be actual exchanges. You'd get a hundred needles and would be expected to bring a hundred back. Now the "exchanges" don't even attempt this. I get that a lot of junkies don't have it together enough to save their needles and bring them back just to get more (most likely they'll just reuse the old ones forever), but I bet if the exchanges gave them a little cash to return them, that would be a decent incentive. The "exchanges", despite being awash in money, simply don't care.
Kinda surprised there hasn't been criminals mugging druggies for their needles and selling the new needles for a high price again yet.

Can't believe the protests in Portland are still ongoing. Like do the people protesting have anything else better to do other than harassing the police and being an inconvenience to everyone else everyday? Must be exhausting.
They have no jobs, no structure, no respect for higher persons, so of course they run around and destroy stuff.
 
There's something like 10 other neighbors of various races who have steadfastly stated the cops never announced themselves.
And in the Detroit shooting of Hakim Littleton in July witnesses claimed
A) He was shot in the back 17 times
B) He was unarmed
Police video disproved both claims.
Even if the witnesses are acting in good faith witnesses are shit,

I can't find the video but there is a video out there somewhere showing people in a class room listening to a lecture then something odd happens like a guy in a bear suit walks in or something and few if any of the students can recall what happened.

I am not saying the witnesses are lying (as lying is when one knowingly misleads), but eye witnesses testimony is extremely over rated and chances are even if the police did announce themselves most neighbors wouldn't have recalled hearing that as they their attention was to other things, and wouldn't have gotten attention until a crash of the door or the sound of gunshots drew their attention, which would be after any announcement of identification.
There's also a public video of the cops calling Kenneth Walker out of the house after the shooting and it's very clear that he had no idea they were the police. That guy isn't that good of a liar.
He also claimed first that Taylor was the one who was shooting at police, only to recant that statement later.

One of his two statements is a lie, and chances are we will never find out which one was (was a gun powered residue test done on both? and even then that isn't 100% fool proof). He is an unreliable narrator because of this. I am willing to believe he didn't hear the police announcing them self as such or other wise didn't know they were police, but Taylor's case is full of fuckery on all sides.

They started over in Philly under a former PA governor's efforts, right? I think either tom ridge or ed rendell; I forget. The program of exchanges and safe injection sites seemed to work in that city, and I would guess that this early form required tit for tat. By the time it got to the west coast, is it any surprise that our peerless geniuses realized the big-brain play would be to just hand needles out like candy, because that'd definitely work?

They're nocturnal at this point, but I'm guessing they just have that small core contingent now harassing police (who know them by name now), getting arrested, and getting released again.

robberies of under 900 USD are considered misdemeanors in SF, so the penalty only carries a fine and police won't do anything about it because there are crimes, heavier than misdemeanors, occurring.
So you can pretty much walk into stores, take as much as you can carry and leave, while knowing nothing will happen (other than the store eventually having to close)

#1. This isn’t going to stand up to any constitutional scrutiny, it’s incredible vague

#2. The incidents being cited were in fact crimes.

You can’t sell bottled water without a peddlers license, using a charcoal grill in an area designated propane is a crime.

So exactly why should anyone open / run a store in this shithole? Imagine that you loose at least 900 $ a day. You really think any insurance would cover that repeatedly? I would close my shop and say "Fuck this shit!" and tell my workers "sorry the city wants me robbed so take it up with them"
