Kinda surprised there hasn't been criminals mugging druggies for their needles and selling the new needles for a high price again yet.Needle exchanges used to be actual exchanges. You'd get a hundred needles and would be expected to bring a hundred back. Now the "exchanges" don't even attempt this. I get that a lot of junkies don't have it together enough to save their needles and bring them back just to get more (most likely they'll just reuse the old ones forever), but I bet if the exchanges gave them a little cash to return them, that would be a decent incentive. The "exchanges", despite being awash in money, simply don't care.
