Haven't thought of him like that, but I like to think that his lawyers are helping him with things. And If they're arguing self defense, I think Kyle realizes the weight of what he did.

Needle exchanges used to be actual exchanges. You'd get a hundred needles and would be expected to bring a hundred back. Now the "exchanges" don't even attempt this. I get that a lot of junkies don't have it together enough to save their needles and bring them back just to get more (most likely they'll just reuse the old ones forever), but I bet if the exchanges gave them a little cash to return them, that would be a decent incentive. The "exchanges", despite being awash in money, simply don't care.

The program of exchanges and safe injection sites seemed to work in that city, and I would guess that this early form required tit for tat. By the time it got to the west coast, is it any surprise that our peerless geniuses realized the big-brain play would be to just hand needles out like candy, because that'd definitely work?

If I recall, safe injection sites were quite controversial because they were "judgement-free zones" (for lack of a better term) where drug users could go to shoot up and then leave right afterwards -- and the site would even provide the needle/syringe so they didn't have to. I believe the biggest concern and criticism of safe injection sites was that they gave the optics of government-sponsored drug use funded by tax dollars. Needle exchanges seems to have slightly more approval than safe injection sites because the former's requirement that old needles be swapped for new ones took was seen as a good thing for taking dirty needles off the street where unsuspecting people might get inadvertantly stuck and wonder what diseases they might have caught in the process.

Over time, especially in SJW havens such as PNW, the idea of an exchange fell by the wayside. Unfortunately, reasonable and constructive criticism of this is dismissed as ableist or shaming against drug users that can't help themselves or whatever it is the SocJus folks claim instead of responding to legitimate concerns. These folks feel it's better to let people do what they want without regard for personal responsibility or the protection of others that don't want to find dirty needles where they don't belong.

They have no jobs, no structure, no respect for higher persons, so of course they run around and destroy stuff.

And if it's true these protestors' grifting accounts and bail funds are being bankrolled by those with deep pockets, the former has neither reason nor incentive to stop protesting as long as the money machine keeps going "brrr." If the money stream and supply lines were to be cut off (very , I know), that would probably do more to end the protests than anything else has so far.

You know what a better solution implementable immediately is? To get an officer dispatched somewhere you need to go through dispatch. It is entirely possible for dispatch to do a bit of triage and pass on "this might be nothing" if the details seem light on meaningful criminal activity. The officer can then drive by and if they don't see anything worth arresting anyone over they can just keep driving.

The only drawback I see with this is that the first time the triage process deems an incident a nothingburger when it turns out not to be, or vice versa, there will be lawsuits and the triage process will be scrapped.
