"Images of a minor that justify immediate attention" is carefully constructed meaninglessness. What do the images depict? Why do they justify attention? Whose attention? There could be legal reasons for this phrasing, but at the same time, we can't just assume it means CP.

Because it likely isn't CP specifically but something close to it that can't be directly called "CP" without giving the other side something to use as "slander" or something.
A picture of your crying niece in a one-piece bathing suit in a dimly lit shower, taken at an "odd" angle, isn't technically "CP" but it certainly is an image of a minor that justifies immediate attention.
How about a picture taken at 2 am of a young girl sleeping in your bed?
A random picture of unsuspecting kids playing in a neighborhood schoolyard. A pic of a young boy smiling or laughing happily while a crack pipe sits at the edge of the photo.
A picture of Hunter naked except for a towel sitting in a chair with a young girl, unrelated to the family, sitting in his lap cringing from his kiss on her cheek.

None of those are "CP" technically but they fit the description. So does this:

Don't quote me because I'm just working from memory here, but I think that even photos of clothed minors in sexually suggestive positions can be deemed CP if their purpose is to sexually stimulate the viewer. That could be a bit of a grey area but if such images were found mixed into a general porn folder that would definitely add credence to the idea that they're pornographic in nature.
