Everything is so compartmentalized that in the end it just gives you access to things you need for your job and not much else. We give security clearence to Field Artillery gunners because they need to hold in their hands the targeting computer. They don't know how it works. They don't even really need it to do their jobs. But the mere fact that brick is in their possession means they need a clearance. Just to make sure they don't try and sneak it off to the Chinese. Or the Israelis. Who will then sell it to the Chinese.

As for why a person would have a clearance, like you said it doesn't mean a lot. Civilian police all have enhanced security clearances, as an example, simply because their training effectively teaches you how to cover your tracks if you're doing criminal shit, making government institutions look bad when you're publicly exposed but walk free because there isn't enough evidence to convict.
Ever wonder why people with higher security clearances are paid more than people without them, even if they don't do anything any more specialized or skilled? It's effectively bribe money to keep them loyal, not a reward for the value of any service they provide.

The single best thing that could happen to the Democrat party as an actual institution, would be a Trump victory. And a sweeping Trump victory even more so. It will give all the low level and mid-level majority of the party the impetus and justification to clean-house of all the ruling elite that have a death grip on it. Remember Trump himself was a Democrat originally.

- December 28th he's called to DC on urgent business, interrupting his holiday plans with his wife. He returns to DC alone to deal with whatever that work is. By evening of 28th, someone breaks into his house and there's a big mess in his kitchen, with signs of someone running barefoot away from the scuffle, and an open window. Man's phone is left behind in an unfinished building across the street where smoke bombs were thrown into it, he then flees into the city on foot.
- He attempts to get a ride to the parking garage where he left his car before going off to his Christmas holidays, but has negative direction sense and can't remember where he parked, so ends up in the wrong place. I point this out because during this time frame, Obama is in Honolulu for his Christmas vacation, and Biden is the one in DC calling the shots. Someone extremely deeply involved with the government 'with connections everywhere' is investigating Russia and China and their potential untoward influence over things like our elections, and is known for being ridiculously patriotic. While Biden is unsupervised, the man is called back to DC alone on urgent business, immediately suffers a break in, begins behaving as if he thinks spooks are hunting him, and the only thing that he loses when he's killed mysteriously is the briefcase that he carries all his information in. (The method of death aligns with someone beating him to death with their hands, like a violent interrogation)
Now, I'm just saying, but....the timing and circumstances of this would not be out of place for a member of the idealstic old guard to accidentally stumble across Biden's usual treasonous backroom dealing, get caught, and then have too many scruples to hand it over or cover it up, so immediately gets put on the hit list.
