If you saw this video, removed from all other context, there's no way you would be able know the age of the person in the video who's face is blurred.

In many places it's strict liability, because they don't want pedos to go free with the excuse of "well I didn't know they were underage!". That's why most places also have laws about digitally altered / simulated material, which is intended to close loopholes like applying photo filters, face blurring, etc.

For an example of strict liability, see the case of Cody Wilson from Defense Distributed. He allegedly went on a compensated dating website and hooked up with a girl he thought was 18 (due to the website's ToS). Turned out she was 16, so he was totally fucked.
