It's not just Biden. Eisenhower said if he was given a few days to think about it he could come up with something Nixon did as VP. Dan Quayle was useless. Al Gore turned out to be fucking crazy as soon as he stepped out of Clinton's shadow. Biden was too gaffe-prone to be given anything public. I think Obama knew of his corruption and just let him do that. I reckon most VPs don't have anything much to do except weird corner cases like tie-breaking votes. Also, there's the theoretical 25th amendment power to declare the POTUS has lost his mind but I bet every single POTUS elected picked someone they knew wouldn't challenge them. In fact, George Bush apparently picked Cheney for just that reason - he was seen as slavishly loyal and had no ambition to be President himself. Though, actually, Cheney was a conniving bastard who took over W's foreign policy.

I think VPs come in the following types

1) Wholly useless
2) Uriah Heep types who seem slavishly loyal but plot to either take over some part of the admin's policy or run for POTUS themselves.
3) Massively corrupt - Agnew, Biden

Exactly, the establishment on both sides of the aisle want 1) if the nominee is "their" guy. If not then 4)
4) Establishment wants eyes/fingers on the outsider so fills VP slot with their guy. See Reagan/Bush, Trump/Pence, etc..

As others have said, obviously you don't admit to illegal bribes on your taxes. That's why Hunter's business dealings are under scrutiny, cash or benefits given to close relatives is a very common way of structuring payoffs from influence peddling or bribes to avoid a paper trail leading back to the politician in question.
