Very much that, but also she can't be wrong - I know we all know this, but it's a prime example. Imagine the roles were reversed, she would be saying something like this person can't drive, this person almost hit me. In her head she complied with the direction, she was turning, and the guy had to tack on a comment that rubbed her the wrong way.
