The front company the Chinese used was on a watch list at the time of sale, and the article for the Comittee of Foreign Investment in the U.S. lists two instances when Obama was involved to block sales related to Chinese firms. Someone inside the US government would have had to intervened for the sale to be approved, at least in my opinion.
