He really shouldn't be letting a child walk outside barefoot anyways. Children get cuts & scrapes easily. Knowing Gabe, he wouldn't properly clean it out and it'd get infected.

I learned the hard way that running around barefoot is asking for bad things to happen. Gabe is clearly disinterested in actually being a protective, proactive, caring parent. The kids are at best a leftover from his fetish, at worst a prurient interest for him.

Why doesn't Gabe just hand the custody over to Deb? It's obvious he doesn't want to be more than a sperm donor to his kids.

Probably because the custody of the kids is something he thinks can use to extract concessions, or possibly because he wants to get all the jollies of being a "daddy" and then kick the kids back to Deb for actual parenting. I'm not ruling out the possibility that he wants to continue grooming them for his own purposes, either.

Multiple reasons:
  1. He thinks he'll win custody and, because of how much he's REALLY making, he could milk Deb for Child Support and Alimony
  2. His mom would kill him if he didn't at least PRETEND to fight for those kids and would likely cut him off from his inheritance
  3. He loses the perk of calling himself a father. Spitting out 2 kids is about the only thing he's done which was successful but that achievement doesn't have any merit past him having sex for no other reason than for pleasure.
  4. Probably like what @Homoerotic Cougar-kun just said. If the mere act of procreation is a fetish to him and we've already seen him acting sexually inappropriate with minors, then chances are he'll go that far with his own children
