At elite sport levels, or even crap sport levels, 10 percent is a huge difference. Long Jump 10 percent would be 2 feet even for mediocre college jumpers. As far as marathons are concerned, we're talking 121 vs 134 minutes for the men's and women's record, respectively. If you look at Olympic powerlifting (69 kg class, snatch lift), it's 122 kg vs. 169 kg.for women/men. 10% difference in the marathon, 40% difference in weightlifting.
An male amateur runner couldn't just dominate a women's marathon, but there are plenty of male amateur weightlifters in any larger city who could win an Olympic gold medal in the women's category.
