if those numbers are accurate Trump Destroyed Biden in that county. He gained 120,00 votes compared to what he got in 2016 there.

I checked a 2016 county map of Florida and compared it to the current one when it was at 40-something percent. All the blue counties were already counted by then, that's why the state was blue overall.

Not broken, it depends entirely on where those 40k votes are from. Though they are probably calling these things by exit polling and exit polling is bullshit for the most part.

Biden needs to win Broward by 67% if turn out was what it was in 2016. Turn out isn't and...

It was worse in 2016 for Hillary and she still lost Florida. Trump did better in Miami-Dade county this year than in 2016.
