Traceability means dogshit if the people in charge of the election know to cover their own tracks and also manage to make it look like there's no paper trail for the larger part of VBM ballots.
If you aren't 100% positive that the electioneers are accountable, there's always not only room for doubt, but room to believe there are other factors that can and should be used to identify and disqualify fraudulent votes.

It seems sensible to at least split up the votes of CA and NY in some way, since the cities render massive swathes of land irrelevant which is precisely what the EC is meant to prevent.
Of course you'd probably need to go through the cities to implement such a change at the state level wouldn't you?

I don't think that's possible in most cases, votes are supposed to be anonymous once they start to be counted, so you can't tie a voter to their vote, and pay them off or threaten them or something similar.
