In the 1960 election, where they cheated, got caught by the recount, inaugurated their people anyway who promptly killed the investigation their excuse was 'human frailty'. This is in an election where the recount showed vote numbers claimed in some districts were distorted by over 40%. At that level of fraud, voting becomes meaningless - the side doing the fraud can get walking corpse into office. Even if the corpse has a crackhead son who took millions from China and his opponent can fill stadiums with his supporters.
No. Each county gets its own vote printing done by their own contractor. There's no way for someone at the top to get them all watermarked without the people running the counties finding out.
Theoretically, the POTUS could send the FBI/DOJ, etc to mark ballots but the FBI and DOJ are not on his side. If he'd tried that they'd have just leaked it, the media would have said 'DRUMPFLER USING NAZI ERA TACTIC TO TRACK VOTERS' and it would have backfire one him.
People like Kathy Boockvar were in charge of the disputed elections and they'll all have made every change they could to make fraud hard or even impossible to find. They even broke the law to do it over the objections of the state legislature.
Now with a bit of luck, those state legislatures will use their plenary power to do something about this but that will be reported as 'DRUMPFLER STOOGES OVERRIDING DEMOCRACY AND STEALING VOTES FROM PROUD TRXNSWOMXYN OF COLOR. ANTFI AND BLM PLEASE RIOT' so they might well decide to take the L and give up the whole politics thing and just let the Democrats unseat them next time and hope they can stay off AOC's list if they go down without a fight.
