He's not president-elect, period. If PA goes to Trump, then assuming all else equal, the electoral count would be 286-252 in Biden's favor. He would then need at least two more states out of the four most likely options: AZ, GA, WI, and MI, roughly in order from most likely to least.
The first two states I mentioned are either in recount territory or extremely close to it, and from what I understand, WI has the issue of ballots arriving late if video evidence is to be believed. There's also hard mathematical proofs like Benford's Law to consider, along with a plethora of circumstantial evidence that I assume you've seen pointed out several times in this thread.
